Turner LogoHOUSTON, October 28, 2009 - Turner Construction Company’s Houston office has completed construction on a $66 million expansion/renovation project at Fort Bend County Jail in Richmond, Texas. It has also been certified by the Texas Commission on Jail Standards, one of the most complex inspections programs in the industry, involving locking control, intercoms, plumbing systems, CCTV, smoke evacuation, generator start up and building layout verification.

The jail expansion encompasses 213,000 square feet of new jail space and 40,000 square feet of renovation to the existing jail facilities, both of which are attached with a new linking connector. The new nine-story jail tower includes an additional 1,008 beds to provide relief from over-crowding at the existing jail, as well as a new monitoring and control center for the jail compound.  Administrative offices, kitchens and laundry rooms were also renovated at the jail’s existing tower.

Turner also updated the jail’s security technologies and amenities, which will increase safety, security and efficiency through direct supervision operating methods. The improvements are projected to meet state compliance requirements until 2025, and are also a cost benefit due to the minimization of the overflow of prisoners that are transferred to other counties. Without the jail expansion, annual transfer costs were projected to be at a minimum of $3.06 million by 2010 due to increased demand and cost of outside space. The entire project took Turner 23 months to build, and recorded a total of 514,000 working man-hours, spent with zero lost time incidents.

“Turner Construction is proud to have been a part of the team that brought the Fort Bend County Jail project to its successful completion,” said Joe Glowacki, vice president and general manager of Turner’s Houston office.  “This state-of-the-art jail facility was built on time, within budget and reflects the core values that Turner was founded on.”

Turner Construction’s Houston office served as the general contractor. Other project team members include Atlanta-based Rosser International Inc. as lead architect and MEP engineer; Sugar Land, Texas-based SCA Consulting Engineers as structural engineer; Houston-based Brown & Gay Engineers, Inc. as civil engineer; and Houston-based AUTOARCH Architects as associate architect.
